Introduction: Why is adult education consulting necessary?

Under Hungarian regulations, adult education operates within a strict framework. Act LXXVII of 2013 on Adult Education sets out the rules that adult education providers must comply with, regardless of whether they teach languages, deliver competence-development or vocational training, or simply train their own employees in-house.

What is the Adult Education Act?

Act LXXVII of 2013 on Adult Education is the principal legislation governing adult education in Hungary. Among other things, it:

defines which courses—typically outside the formal school system—qualify as adult education;

requires training providers to be entered in a central register and to report training data on an ongoing basis;

requires records to be kept of participants;

requires training to be delivered on the basis of an approved training programme;

requires an adult education contract to be concluded with each participant;

for training subject to authorisation (e.g. training funded from EU or Hungarian budgetary sources), requires, among other things, the establishment of quality-management and self-assessment systems.

If the requirements are not met, training providers may face fines or even removal from the register. It is therefore important for companies and institutions to operate their adult education processes with appropriate expert support.

Who is the adult education consulting service recommended for?

For any organisation that organises or plans training outside the formal school system or internal training and development for its own employees, whether corporate training, language courses, or professional development.

The fee depends on the range and depth of the services requested. Our short consultation costs a maximum of HUF 60,000, process development starts at HUF 120,000, and full support is individually priced. Every quotation is tailored.

This primarily depends on how familiar our partner is with the Adult Education Act, how compliant their current operations are, how complex their training portfolio is, and how well organised their internal processes are. A simple programme can be implemented quickly, while developing complex systems may take months.

Not every training programme automatically falls under the Adult Education Act. Our experts help determine whether your training is subject to notification or authorization and, if so, which legal obligations apply.
